Bangladesh Export Processing Zones Authority (BEPZA) is the Government organization dedicated to attract and promote investments for exclusive industrialization in the Country. For that purpose BEPZA has been setting up Export Processing Zones throughout the country since 1980. The zones are fully industrial clusters within confined boundaries. Dhaka Export Processing Zone (DEPZ) is one of the pioneer zones under BEPZA having about 100 plus individual export oriented industries. In 2008 BEPZA took decision to setup a Central Effluent Treatment Plant (CETP) inside DEPZ to treat all liquid effluents coming out of the industries centrally.

To that effect Flagship Dhaka CETP (BD) PLC (former name D-Water CETP Ecosystems BD Ltd) was awarded to set up this Central Effluent Treatment Plant on Build, Own, Operation basis in the year 2009. Bangladesh Export Processing Zones Authority (BEPZA) and Flagship Dhaka CETP (BD) PLC signed and executed a Thirty (30) years Effluent Treatment Agreement on 5^th March 2009. The Plant is located in the old zone of DEPZ covering an area of 16,618 Sqm of land. After construction phases, commercial operation of the plant started on 1^st February 2012. The Company obtained Environmental Clearance Certificate (ECC) from Department of Environment (DoE).  ECC is being renewed annually. The maximum permitted volume to be treated as per the present ECC is 35,000 m³/day. Technologies adopted in the treatment process are Physical, Chemical and Biological. The treatment quality is in compliance with the standard as set in The Environment Conservation Rules, 2023. DEPZ CETP is currently the largest operational treatment plant in Bangladesh. The present infrastructure of the Plant has the potential to treat up to 43,000 m³ of volume per day.

Membrane Bioreactor Technology (MBR) in the treatment procedure is under active consideration for better treatment with minimal land use.   On that scenario treatment capacity up to 60,000 m3/day could be achieved in future.
